About the Game
Pokémon Emerald Rule-ette is a Pokémon Emerald ROM hack by wiz_1989. It keeps the original Hoenn story but changes how you approach almost every Trainer battle. A random Battle Rule appears for each Trainer encounter. You may need to avoid healing, switching, critical hits, STAB moves, physical attacks, or other actions. Some battles can also start with permanent Trick Room, Inverse Battle, Truant, or Perish Count.
🎲 The Battle Rule System Changes Every Trainer Fight
The main idea is simple. Each Trainer battle receives a randomized Battle Rule. The rule can either change the battle environment or create a condition that you must avoid. Breaking a condition causes an immediate HP penalty. The standard penalty is 50% HP, while an option can raise it to 100%.
You therefore need to watch your actions carefully. A few examples include:
- No Healing — healing can trigger a penalty.
- No Switching — switching can be blocked and penalized.
- No STAB — STAB moves can trigger the rule.
- Only STAB — non-STAB moves can trigger the rule.
- No Physical Moves — physical moves are prohibited.
- No Special Moves — special moves are prohibited.
- No Status Moves — status moves are prohibited.
- No Priority — priority moves are prohibited.
- No Crits — a critical hit triggers the rule.
- No Misses — a missed move triggers the rule.
- No Super Effective — super-effective attacks are prohibited.
- First Move Slot — only the first move slot can be used.
- Switch Moves — you cannot use the same move twice in a row.
This system gives familiar Pokémon battles a very different structure.

You are not limited to one rule in every non-boss battle.
The Concurrent Rules option supports:
- 1 rule — standard setting
- 2 rules — higher difficulty
- 3 rules — mayhem
🧰 The QoL Hub Is One of the Best Features
You can open the QoL Hub from the Start menu or directly with R. Its options include:
- Heal Party
- Forever Repel
- Level up options
- PC access
- Status effects
- Move Reminder
- Fly
- Rule reroll
💻 PC Access Is Available From Anywhere
You do not need to return to a Pokémon Center whenever you want to reorganize your team.
The QoL Hub gives you PC access from anywhere. The documentation even recommends this feature for Nuzlocke runs during the Elite Four and Champion sequence.
This gives you more freedom to change your party after important battles.
❤️ Automatic Healing Cuts Down on Repetition
Your party can receive automatic healing after Trainer battles. Heal Spots are also automatically established when you enter a city map. You therefore do not need to enter a Pokémon Center just to establish a recovery point.
That is a practical change for a game where battles can have unexpected rules.
📊 Battle Information Is Easier to Check
The game has a Display Battler Data screen.
Press Select from the main battle menu to access it. You can inspect learnsets, base stats, and related information. L/R can move through the available data. Type icons also appear in the battle interface.
You can therefore check important information without leaving the game.
🚲 Several Classic Emerald Restrictions Are Reduced
Rule-ette changes many small systems. You get:
- One bike with mode switching through L
- Reusable TMs
- Unlimited-use Escape Rope
- HM use without teaching the HM move
- Quick Balls in later marts
- Cheaper Game Corner coins
- Faster fossil processing
- Larger bag capacity
- Following Pokémon
- Day and night cycle
- Permanent Move Reminder
- Faster battle options
🧬 Later-Generation Mechanics Are Part of the Ruleset
Rule-ette does not retain every Emerald mechanic exactly as it was. Several systems use later-generation behavior. Examples include:
- Critical hits deal 1.5× damage.
- Paralysis reduces Speed by 50%.
- Burn damage is 1/16 HP.
- Electric-type Pokémon cannot be paralyzed.
- Healing items use later-generation healing values.
- Badge stat boosts are removed.
- Affection mechanics remain disabled.
The game also uses Generation 5 learnsets, while the available TMs remain based on the Generation 3 selection.
📚 Your Pokédex Is Based on HGSS
The HeartGold/SoulSilver Pokédex replaces the original Emerald Pokédex, while the National Dex is active from the start. This gives you access to a broader reference system. The actual encounter list remains curated. You cannot catch every Pokémon from every generation.
🥚 Evolution Methods Receive Changes
Some evolution requirements have been modified so that Pokémon can evolve without relying on methods that are difficult to use in a ROM-hack environment. Evolution items from later generations are available in the Lilycove Department Store. A Soothe Bell can also serve as an alternative held-item method for friendship evolutions. The exact evolution requirements are documented in the in-game Pokédex.
🗺️ The Hoenn Story Remains Familiar
You still follow the Pokémon Emerald storyline. This is not a new-region story hack. The main changes concern battles, encounters, progression, difficulty, and convenience features. Some story and progression details do change. For example:
- Steven replaces Wallace as Champion.
- Brawly becomes mandatory.
- The first Rival battle serves as a tutorial.
- Some Trainer positions change.
- The Rayquaza catching encounter is removed.
- The Sealed Chamber entrance is removed.
- Rock Smash moves to the Winstrate family reward.
So your adventure still follows Hoenn, but some familiar milestones work differently.
🧪 EV Training Is Not Part of the Game
The summary screen displays EV and IV information. However, EVs are always set to 0. This is important if you normally build competitive Pokémon through EV training. Your preparation instead focuses on:
